MCMCH's Policy Vision Statement for 2009-2010 is to develop an innovative model of family and person-centered care with a global set of requirements to provide access, medical oversight and reimbursement for kids aged 0 to 21 for physical and mental health, prevention, and health and safety promotion.

Access to Quality Maternal and Child Health Care

Goal: Advocate for access to a community-based, coordinated, quality health care system that supports maternal and child health.

  • Develop a common understanding and expectations of family/patient-centered
  • medical home model and reimbursement.
  • Support reimbursement for unfunded primary prevention services and chronic illness management.
  • Support re-establishing a system of perinatal regionalization.
  • Advocate for funding for evidence-based prevention initiatives that target improved health outcomes for Michigan mothers and children.


Maternal and 0-5 Child Health

Goal: Promote investment in a community-based, continuum of care that provides outreach and prevention programs to improve birth outcomes, promote healthy families and support child development.

  • Support implementation of Infant Mental Health (IMH) screening and IMH specialist training.
  • Support the Michigan Department of Community Health (MDCH) in finalizing full implementation and funding of a revised Maternal Infant Health Program (MIHP).
  • Advocate, support, and pursue accountability of MDCH in order to help communities with the highest infant mortality rates achieve goals for development of a community-based system of care.


Child/Adolescent Health

Goal: Build a family and person-centered continuum of care and multi-disciplinary approach for school-aged children to assess health, prevent risks and ensure that all students develop the knowledge and skills necessary to make healthy decisions for lifelong health habits and optimal development.

  • Promote child and adolescent mental health.
  • Promote a coordinated school health program model with a specific focus on health education, school nursing and school-based/school linked health centers with adequate and sustainable funding.
